With reference to the above cited subject following are the strategies being sent in respect of Kolkata division for the year 2012-13 for your perusal:

Strategic Action Plan

Unit Level

·         Registration/ Re registration of the unit to be done in the month of April.

·         P. M Shield Registration should be done in the month of April too.

·         Cub Bulbul Advancement Tests and Utsav to be conducted at Unit Level and report to be sent to D.C.C.

·         Pravesh, Investiture Ceremony, Pratham sopan, Dwitiya Sopan,   for Scouts & Guides to be organised at Unit Level.

·         Three days two nights camp to be organized  for Scouts & Guides.

·         Census- Each Vidyalaya must have minimum 02 troops of Scouts, 02 packs of cubs, 02 company of Guides and 02 flocks of Bulbuls. Efforts to be made to motivate students and teacher s to increase at least   25% students as Scouts/Guides/Cubs/Bulbuls.

·         All Scouts, Guides, Cubs and Bulbuls must be provided with Belt,Woggle, Scarff, Cap, and Cap Badge from V.V.N. account at the time of their first Registration.

·         Days to be celebrate at Unit Level as per the list attached.

·         Scout Masters/ Guide Captains may be granted CCL for working on holidays. But it is also to be ensured that sincere work and activities take place.

·         Scout- Guide Corner to be developed and maintain in every unit.

·         Scouters/ Guiders may utilise Mass P.T/ C.C.A period or any other day for Scout- Guide activities.

District Level

·         D.C.C(Scouts) and D.C.C(Guides) of all the four districts to frame a District Level Comunityas per the norms given below(A.P.R.O II/III).

         District Chief Comissioner- (Principal)

        District Comissioner- ( Principal/Vice Principal)

District Organising Comissioners- (Scouts/ Guides)- HWB Scout/ Guide and above

District Training Comissioners- HWB Scout/ Guide and above

District Secetary(Scouts/ Guides)- HWB Scout/ Guide and above

Note—Advanced S.M/G.C may be selected on non availability of HWB Scout/ Guide.

·         District Level Badge Committee to be framed comprising of Badge Secretary and 4 members.

·         Badge Committee to prepare the list of Independent Examiner(School Level/ District Level) that is any non uniformed person.

·         Cub Bulbul Utsav to be celebrated at District Level.

·         Registration and/Re Registration forms for Units has to be submitted to the DCC(Scouts) and DCC(Guides) and DCC to compile and send to the Regional Office.

·         Prime Minister Shield Registration form to be sent to the respective DCC.

DIVISIONAL LEVEL

·         Registration of Units to be done.

·         Prime Minister Shield Registration to be done

·         Allotment of Charter number to the Vidyalayas and Warrant No. to the newly recruited Adult leaders.

·         Organising Tritiya Sopan Testing camp.

·         Organising Pre Rajya Puraskar  camp.

·         Organising Basic/Advanced Course for Scout Master/ Cub Master/Guide Captain/Flock Leader.

·         Organising Workshop on “Filling up form for prospective Rashtrapati Scouts and Guides.”

·         Organising Award Ceremony for Scouters and Guiders.

·         Publishing Magazine.
