The guideline for formation of 04 Districts

and

Division of the work of District Association of KVS State of BS&G 2011-12

No	BS&G RANK	ELIGIBILITY
1.	Appointment of the District Chief Commissioner (DCC)	On behalf of the State Chief commissioner of KVS BS&G the Assistant Commissioner of the Region will select a DCC for each District. The DDC should not be less than the Principal, who is Group Leader in KVS BS&G. The DCC should be senior Principal preferably who successfully completed the Advance Training Course for Commissioner.
2.	Appointment of the District Commissioner (DC) Scout / Guide		The DCs should be senior Principal preferably who successfully completed Basic / Advance Training Course for Commissioner or ready to attend next course of Commissioner.
3.	DOC / Off. DOC	The Rank of DOC of KVS BS&G should be given to a Teacher of any subject / Unit Leader of the concerned District who is having ALT as Minimum qualification of any section and having meritorious record of contribution and achievement in KVS BS&G. If ALT is not available then a HWB may be appointed as off. DOC for a year.
4	DTC /Off.DTC	- same as above -
5	Other BS&G ranks	All other required BS&G ranks at District level (refer rules Book of BS&G) should be filled from the concerned Unit Leaders of the District, if committed, competent and suitable person of the section concerned is available.
6	Area of District	The AC/ Divisional Commissioner of concerned Division will demark and allot their area of work i.e. Groups/ KVs in the District.
7	District Committees	The Committees should be formed by the DCC in consultation with the DCs and ALTs/LTs. The Meetings of the various district committees preferably should be conducted at the occasion of Tritiya Sopan Testing Camp. The Youth Leaders should be accommodated suitably at all levels.
8	Name of the District	The City name of the Region should not be given to any District. The name of the District should be on the Name of the Big City/ Big Locality/ Sub Arab falls within the area of the District.
9	District Sec.	A Teacher/ Unit Leader who is having HWB (Minimum qualification) and meritorious record of contribution and achievement in KVS BS&G may be appointed for the duration of one year.
10	Period	All appointment up to District level will be maximum for a year only or till further order.
11	Performance Review	The periodically or quarterly performance review / appraisal should be conducted by the DCs, DCC and Regional Authorities considering all sections growth and Projects status.
